This exceptional measure is in line with the general safeguard clause activated by the European Commission.The Totana Socialist Group celebrates the Government's decision because it allows the Town Councils to use their Treasury Remains to be used in economic and social reconstruction.The requirement that the Town Councils and the Autonomous Communities allocate their surplus to repay debt is also suspended and the stability objectives will no longer act as a limit to financially sustainable investments.In this way, the stability and public debt objectives of 2020 and 2021 remain without effect and the expenditure rule will not be applied for those years.All these measures are especially relevant for our municipality as it is among the most indebted municipalities in Spain, greatly expanding the budgetary room for maneuver.Now the Totana City Council will have the necessary resources to combat the economic consequences of the pandemic, offer support to companies and citizens and lay the foundations for economic recovery.The Government of Spain insists on its unquestionable commitment to budget stability and is committed to reducing the deficit in the coming years
