The Totana City Council has agreed to reopen, starting next Monday, June 8, the municipal social premises intended for Social Citizen Participation, whenever the municipality advances to phase 3 of the de-escalation towards the new normality.This measure, included in a City Hall resolution, aims to reactivate the gradual activity that the associations, groups and entities of Totana had been developing prior to the entry into force of the state of alarm due to the COVID-19 pandemic.The social premises, whose use and operation by groups, entities and associations, must comply with the protocol and extraordinary instructions and recommendations set by the authorities.The beneficiary municipal social premises are:Municipal Center for Citizen Participation.Local social San Roque neighborhood.Olympic district social center.Social premises in the Tirol-Camilleri neighborhood.Social area of ??the Era Alta neighborhood.Local social San José neighborhood.El Parral social premises.Audiovisual Room Sociocultural Center "La Cárcel".Former Courthouse social premises.Social venue "Juana Serrano" El Paretón-CantarerosMultipurpose Room "Complex the Slopes of the Cistern of Los López" El Paretón-CantarerosRaiguero Alto y Bajo social premises.Lébor Social Center.Dependencies for Social Participation in the old Baccalaureate Institute and in the old “La Cruz” School.This measure is established after several groups and associations in Totana have contacted the Department of Citizen Participation, raising the need to use municipal infrastructure to progressively resume the development of the programs and actions that they had been carrying out and that were paralyzed by the declaration of the state of alarm.The entities, groups and associations that wish to make use of the social premises previously exposed must present a written document through the entrance register of the Town Hall / electronic office addressed to the Department of Citizen Participation in which the forecast of using the social premises and the detailed activity that you want to carry out in it (characteristics, number of users, scheduling, etc.).Likewise, the measures for the prevention of occupational risks and the sanitary and hygienic measures to be applied based on the activity to be carried out and the current regulations and legislation must be presented.The associations or entities that use the municipal infrastructures must comply with the regulations for the prevention of occupational risks and the hygiene-sanitary measures in force.
Cleaning and disinfection measures appropriate to the characteristics and intensity of use of the centers and premises must be adopted.The maximum permitted capacity of each premises must also be respected and ensure that said capacity, as well as the interpersonal safety distance of two meters is respected inside.In the case of closed premises and establishments, where you want to carry out cultural acts and shows, you cannot exceed fifty percent of the authorized capacity, or gather more than eighty people (this figure may change if a modification by the CARM is agreed) .In the case of the holding of congresses, meetings, business meetings, conferences and events promoted by entities of a public or private nature, said activities must comply with the required physical distance regulations of 2 meters and may in no case exceed the figure of eighty attendees (being able to change this figure if a modification is agreed by the CARM).For free time activities for children and young people in closed spaces, the number of participants will be limited to one third of the usual maximum capacity of the activity; with a maximum of eighty participants, including the monitors (this figure may change if a modification is agreed by the CARM).Compliance with the prevention and hygiene recommendations of the Ministry of Health and the availability of a procedure for handling possible cases of COVID-19 will be guaranteed; as well as those other conditions that, where appropriate, are established by the competent authority of the Autonomous Community of the Region of Murcia.During the development of the activities, the participants should be organized in groups of up to a maximum of ten people, including the instructor.
To the extent possible, activities and interactions will be restricted to the components of each of these groups.Likewise, the entities or associations that make use of the municipal social premises must place in the same carpets to disinfect footwear, hydroalcoholic gels, pedal bins, hand paper, etc.
in visible and previously identified places; as well as informative posters where the sanitary and distancing protocols are reflected, without prejudice to the City Council being able to collaborate in this task.Associations and entities that wish to use a municipal social premises must respect the guidelines for the regulation and use of municipal premises approved by the Local Government Board, dated November 28, 2013.The association or entity that makes use of a municipal social premises must comply at all times with current regulations and legislation.
The Totana City Council is exempt from responsibility for any type of incident derived from the activities carried out by the applicant entity in the municipal social premises of Totana.The entity will be responsible during the concession period for the use of the municipal infrastructure, for the consequences that are deducted for the City Council or for third parties of the defective or incorrect use of the social premises as well as for the activities that are organized, and must cover said risks by contracting civil liability insurance.
The entity must also have content insurance in the event that it lodges its own material in the social premises granted.Finally, the resolution establishes that non-compliance by citizens, entities, groups and associations with existing regulations will mean the denial of the use of municipal infrastructure.
