The reduction of youth unemployment is one of the most important challenges for the European Union.

The Government of Spain, aligned with the Youth Entrepreneurship and Employment Strategy, implements the National Youth Guarantee Plan, which includes a common catalog of actions aimed at reducing youth unemployment and which is implemented through of the 2014-2020 Youth Employment Operational Program (POEJ).

The Youth Employment Operational Program includes the proposed measures and is articulated in thematic axes, investment priorities and specific objectives.

The Ministry of Tourism, Youth and Sports through the Directorate General of Youth, has been assigned credits for the development of actions in the specific objective of improving early activation and improving the processes of intermediation and mobility of young people, in particular those without work and not integrated into education and training systems, as well as young people who are at risk of suffering social exclusion and those from marginalized communities, through the application of the Youth Guarantee.

In order to achieve the objective, actions that contribute to the activation of those young people with a strong disconnection from the labor market and offer information and provide advice, job guidance and support in the search for employment to the young population must be implemented for their achievement. Incorporation into the market itself.

The Government of the Region of Murcia bets and proposes to work the Youth Guarantee, transversely and in a network, with the participation of social agents, youth entities and local authorities, in coordination with public employment services.

In this framework, and in order to meet the objective set, it is considered necessary to have a territorial network close to young people.

In application of the principle of subsidiarity, this grant is intended to provide financial support to the City Councils for the provision of information, guidance, activation and support services to the young population, since the Local Administration, being the closest to the citizenship, is the one that can better and more efficiently provide the aforementioned services and therefore, achieve their improvement in employability, socio-labor insertion and integration in the labor market.
